Acoustic remediation plan

One of the main purposes of Directive 2002/49/EC is to make available to the public (understood as natural and legal persons, associations, organisations, etc.) data relating to current environmental conditions with regard to noise pollution, any planned improvement actions as well as the expected benefits.
SPN SpA makes mapping and action plan data available online for the entire concession network; it has also activated an email communication system at risanamentoacustico.a3@sisscpa.it to receive any public comments received within 45 days of publication on February 29, 2024, which will help update the action plans themselves.

Noise mapping

According to the definitions given by Legislative Decree no. 194 of 19 August 2005, acoustic mapping is “the representation of data relating to an existing or expected noise situation in an area relating to a given source”. Acoustic maps shall be re-examined and, if necessary, reworked every five years.
SPN SpA has developed and forwarded to the competent authorities the noise maps relating to the entire concession network, in order to allow the preparation of the national strategic noise map, drawn up to determine the overall exposure to noise caused by the overlapping of various sources. The result of what was developed and transmitted to the competent bodies is the result of an operational procedure set out in the Technical and Methodological Report consistent with the guidelines of the Ministry of the Environment and Energy Security (MASE)

Action plans

The action plans aim to manage noise pollution problems and their effects, including, if necessary, their reduction.
SPN SpA has developed, according to the requirements reported in Annex 5 of the Legislative Decree. No. 194, the Action Plan for the entire network, fully incorporating the Acoustic Recovery Plan that will be implemented across the entire network in the coming years.
The Redevelopment Plan (PCAR) was approved by the State-Regions Conference at the end of 2023 and the final acoustic design of the first functional lots is currently underway according to the intervention priorities.
SPN SpA has updated and published both the Acoustic Mapping and the Action Plans on this website, reporting both their effects on the territory in absolute value (isophonic curves) and in terms of expected performance effectiveness. These plans will be reworked whenever substantial developments affect the existing noise situation and, in any case, every five years.
According to Article 8 (“Public Information and Consultation”) of Legislative Decree 194/05 “Implementation of Directive 2002/49/EC on the determination and management of environmental noise”, SPN SpA publishes ACOUSTIC MAPPING and ACTION PLANS provisionally via the internet. For their final processing, we await any observations and memories from citizens: these notes will be taken into consideration if received within 45 days following the publication date at the following email address: risanamentoacustico.a3@sisscpa.itDelle observations received after the aforementioned deadline, will be taken into account in the periodic reviews of the Acoustic Mapping and Action Plans provided for by Legislative Decree no. 194/05 and subsequent amendments.

To facilitate communication with the public, SPN SpA has created an innovative system to represent in a three-dimensional way the results of the acoustic mapping carried out across its entire network, as well as the future situation following the implementation of the Action Plan.
